2026 – Under Starter’s Orders

At Zoe Napier Group, we’re privileged to represent some of the most distinctive property and homes across Essex and South Suffolk — from coastal retreats to countryside estates, equestrian properties to characterful barns. Many of these properties offer more than bricks and mortar: they come with land, space, and views. And while interiors may win hearts, it’s often the sense of owning your own landscape that makes people fall in love.
Zoe Napier of The Zoe Napier Group, a fully qualified team of property experts, welcomes the announcement of significant upcoming changes to the way property listings are presented across the UK. A public consultation opens today, and members of the public — including buyers, sellers, and property professionals — are warmly invited to share their views.
Zoe supports the UK Government’s renewed commitment to reforming the home buying and selling process, particularly its focus on improving consumer protection. These proposed measures align closely with the standards The Zoe Napier Group already upholds — ensuring clients receive clear, comprehensive, and accurate information from the very start of their property journey.
The Government’s new consultation seeks to clarify what “material information” should be included in every property listing. This information — from key features and tenure details to any issues that might influence a buyer’s decision — is fundamental to a transparent market.
Too often, important details only emerge after an offer is accepted, leading to delays, frustration, or even fall-throughs. By defining and enforcing what must be disclosed upfront, the Government aims to streamline the process, build trust, and help buyers make better-informed choices from the outset.
As Zoe explains:
“The buying and selling process has long been one of the most stressful experiences for both clients and professionals. Better information, shared earlier, is the key to faster, more confident transactions. We fully support this move toward clarity and consistency — principles we’ve long embedded in our own practices.”
Zoe and her team also strongly back the proposal for a pre-contract deposit — a financial commitment shared between buyers and sellers before exchange. This would provide reassurance to both parties, reducing uncertainty and significantly cutting down the number of collapsed sales.
The consultation, launched by the Ministry of Housing, Communities and Local Government, is open to:
Views can be submitted online until the consultation closes later this year. This is an opportunity to help shape how property listings evolve — ensuring transparency, fairness, and trust become the standard for every transaction.
At The Zoe Napier Group, transparency has always been central to how we operate. Our qualified team already applies the level of detail and disclosure that these proposed changes seek to establish across the wider industry.
From comprehensive property descriptions to proactive client guidance, we’ve long believed that open, honest communication is key to achieving smoother, faster, and more confident transactions. Reforms like these simply bring the rest of the market closer to the standards we already set.
The property landscape is changing, and for the better. With stronger guidance and clearer rules around material information, buyers will gain confidence, sellers will benefit from more committed offers, and the industry as a whole will move toward greater integrity.
Zoe concludes:
“We’re proud to be part of an industry that’s evolving — one where trust and transparency are finally taking centre stage. We’ve always believed in setting the standard, and we welcome every move that helps make transparency the norm.”
